In regards to your request for suggesstions about releasing the two set of notes from Ms. Niland and your parents:
Releasing the two side by side is the best way to approach this, that way the public, and whomever among the government sector can find the correct URL can view the same material. The destruction of those handwritten notes shows evidence is being tampered with (at least to me, does anyone else see this?) and if it ever comes down to a court case, this adds more fuel to the fire. You've done the right things so far, and I consider releasing these documents in-line with your established policies and your agenda to keep this open to the entire public. If Ms. Niland would request an Non-Disclosure agreement (but she doesn't have to does she? She wants to be open and trustworthy) would it be signed? Just a few thougths from America...
